We don't think so ... These people (Cebuanno's) actually think they're superior to other Filipinos. They treat foreigners with what can only be called distain. The place is very expensive and of little interest to the budget traveller. However if you do plan on visiting here you might find the following information useful.
Cebu Island can be reached from any decent ferry port in the Philippines. The Airport is on Mactan Island about a 15 minute Taxi ride from the city proper the typical taxi fare is 150 pesos to anywhere in the city. Overcharging is typical.
Kukuks Nest Cebu
The Kukuks Nest is an overpriced option in the uptown district of Cebu. It's very expensive and has a 24-hour bar attached which is also very expensive
(overcharging your bill is common practice here).
Drug addicted dirty prostitutes congregate here 24/7. Snatchers all so be careful of your possessions.

Rooms range in price from 200 - 450 pesos with an extra 50 pesos if you want a TV.
(If you stay here and get the feeling that someone's looking at you then your probably right). Paranoid owners, Undercover Police, Nasty prostitutes and snatchers. They all hang out at the Kukuks Nest and if you do too then you're in their sights).
Rosette Pension
For a better experience try stay at the Rosette pension on ... V. Urgello street ... (just off Osmena Blvd) This newly built hotel is immaculate for 700php per double room per night. All rooms have satelitte color tv and ensuite bathroom.

The Kawasan Falls
About an hours bus ride south of Cebu City is the quiet village of Badian. Close by are the Kawasan waterfalls

This spectacular natural wonder is accessible on foot about 1 kilometre from the road (locals will point the way or guide you). There's bamboo huts  @ 350 peso's per night beside the falls to spend the night or longer. The turquoise waters at the base of the falls are an ideal swimming area
Night falls fast in the jungle and eight o clock is late at night in this part of the world. Although the huts have electricity a  torch is handy to have out here. Be sure to stock up on supplies of snacks and drinks as the local shops close early. The noise of the falls might keep you awake for a while.

Flag
Over the past few years there has been an increase in crime on tourists in Cebu. Pick-pockets and confidence tricksters prey on the unwary. Take care of your possessions and always leave your cards and wallet in the safety deposit box in your hotel.
Only carrying enough money to meet you expected needs can save you a lot of  trouble  if you fall victim to crime. This rule of thumb should apply to everywhere you go in the Philippines
